It's usually said when people are saying goodbye to each other that haven't had very much time together. It expresses the hope that those people will see each other again.

I was curious if this number was made up, so I decided to search for popular train tickets in German cities that cost 4,70. The first hit was the Day Ticket for the innermost two zones (A+B) in Berlin's S-Bahn. This costs 4,70 with the reduced fare. It makes sense that this scene would take place in Berlin because the city seems to often be the setting for hip rap songs (even though Cro himself has stated he prefers to not live in Berlin). If this is true, it means that the girl in the song can't be older than 14 because the reduced fare is only for children between 6 and 14. This is strange, because the things she's buying are referred to as things that women need ("die Frauen halt eben brauchen"). The alternative explanations are: 
(a) other demographics - like students - can get the reduced fare 
(b) there's some other high-profile ticket that costs 4,70 that the song is referencing or 
(c) the price is made up.
